Ruler of Sharjah issues a decree-law regarding the organization of University of Kharfakkan The decree-law states that the university is a non-profit Arab academic institution, with the legal personality and capacity necessary to achieve its objectives and exercise its competencies, has financial and administrative independence, and is owned by the government. The University is established in Khorfakkan city and may have other branches. The university aims to achieve the following: 1. Forming a scientific personality based on Islamic and Arab values. 2. Developing Students personalities, knowledge and abilities, and preparing trained human competencies in theory and practice to meet the requirements of comprehensive development plans in the country. 3. Sponsoring and encouraging scientific research with the aim of achieving scientific development and serving and enhancing the community. 4. Introducing and developing higher education programs to achieve academic excellence in accordance with the university's policy and plans based on the needs of the community. 5. Strengthening cultural and scientific ties with other universities, higher education institutes, and Arab and foreign scientific bodies. 6. Providing the required care for all students, faculty and administrative staff and creating the appropriate environment for creativity and innovation. 7. Forming partnerships with government and private sectors and responding to community needs. His Highness the Ruler of Sharjah is the President of the University and the chairman of the board of trustees. He may delegate all or some of his power to other members of the council. Each person at the university’s administration performs his or her duties in his or her field of competence in accordance with the provisions of the decree-law and its executive regulations, the board of trustees, Chancellor of the university, and Council of Deans. The decree-law stipulates that the university shall consist of colleges, institutes, research, education and training centers, and scientific institutions determined by decisions issued by the president upon the proposal of the director and the approval of the council. The university grants certificates of scientific, academic, professional and honorary degrees to its beneficiaries in accordance with the provisions of this Decree-Law and the regulations issued thereunder. Teaching at the University will be in both Arabic and English, according to the nature of the approved study programs The council may approve some other languages for teaching or training if required by the nature of some of the approved study programs. In accordance with the decree-law, the University of Sharjah is mandated to take academic, administrative and financial measures to enable the University of Khorfakkan to operate fully during a transitional period not exceeding three years from the date of issuing this decree-law. The decree-law includes various legal and organizational items for the university such as financial resources, the general budget, final provisions, and other regulations.
